More specifically, give your thoughts on state prisons being built in rural communities where they often times are run and operated by citizens of the rural community unfamiliar with the social challenges of inner city struggles, biases of the criminal justice system, and individuals living in the inner city. On the other hand, inner city communities welcome employment opportunities but staff hired from within the communities often struggle with supervising offenders with whom they have social bonds, blood relations, and commonalities (education system, housing, employment opportunities). Each mix of populations brings challenges to prison operations. Explain why.
