According to the supreme court, exists where the facts and circumstances within the officers' knowledge, and of which they have reasonably trustworthy information, are sufficient in themselves to warrant a belief by a man of reasonable caution that a crime is being committed. The officer has reason to believe that a particular individual has more likely than not committed a certain crime. The minimum legal standard necessary to make a custodial arrest of a person, and it is a more rigorous standard than reasonable suspicion.
