After the Senate and House of Representatives pass a bill, it is up to the President to decide whether or not he/she will sign it. If the bill is signed by the President, then it becomes law. However if the President vetoes (refuses) the bill, Congress then has the opportunity to overrule the presidential veto. This can be accomplished by a 2/3 vote in both the Senate and House of Representatives.
