The correct answer is C) Pass a new law that negates the courts ruling.

This law would have to use different terminology, however this is the only was that Congress could avoid the ruling. Congress only has veto power of laws that are signed by the President. Congress does not have the ability to veto any of the rulings of the Supreme Court.
