Qué tal is how is/ what if  in English 

& 

Cómo estás is how are you  in English 

To sum it all up there is a difference between those two!

The difference between, Que tal, and Como estas, is that Que tal is a more informal way of saying(what's up)., where as Como estas is more formal way of saying (How are you).
