False. To be guilty of sexual harassment, the offender does not need to understand that they are making someone uncomfortable. Sexual harassment is giving unwanted or unprofessional remarks to someone in a professional or social situation. If someone feels they are being sexually harassed they are able to report it with or without the person making the comments understanding they are doing that.

Almost all  unwelcome or inappropriate sexual-related toward other people regardless of their gender could be considered as a sexual harassment. To avoid unawareness of such sexual harassment almost all businesses now conduct routine seminars regarding sexual harassment.
