There's lots of ways the Federal government expanded during war. Think WWII, with Japanese internment camps---if we hadn't been at war, that probably never would've been allowed to happen. When people are scared, such as in war time, they're more suceptible to being complicit with government expansion. Like after 9/11, how the TSA started regulating everything that could be brought onto planes and checking people's bags, which is a clear violation of the 6th (maybe, like, 4th? I'm not sure) amendment, which states that people have the right to be secure in their papers, belongings, and other effects.
