remember you can do anything to an equation as long as you do it to both sides

(y/4)-49=-9
isolate the variable
add 49 to both sides
y/4=40
multiply both sides by 4 to clear fraction
y=160

So,

[tex]\frac{y}{4}+\ -49=-9[/tex]

[tex]\frac{y}{4}-49=-9[/tex]

Add 49 to both sides.

[tex]\frac{y}{4}=40[/tex]

Multiply both sides by 4.
y = 160

Check.

160/4 + -49 = -9
40 - 49 = -9
-9 = -9

This checks.
