To describe an action which happened sometime before now and we do not know exactly when, or it started in the past and has effects in the present (or it continues to the present) we use the PRESENT PERFECT TENSE.
In this case, the Present Perfect tense has the form of HAS COLLECTED, which includes the Auxiliary verb (HAVE or HAS depending on the subject of the sentence) and the Main Verb in the participle form.
