A. H2O is the substance reduced.

H2O + 2e^(-) →H_2 + 2OH^(-)

The substance that gains electrons is reduced.  

Remember OIL RIG (Reduction Is Gain of electrons) and

LEO the lion says GER (Gain of Electrons is Reduction).
