In Michigan, citizens can change their constitution or create a new state statute through the initiative. Between 1963, when the Constitution of Michigan was established that enabled a civil initiative, and in 2014, 31 proposed amendment to the state constitution appeared in a vote through the initiative. Michigan voters approved ten of those 31 proposed amendments. At the same time, 13 initiatives to change or create state statutes appeared on the Michigan voting list through a civil initiative. Seven of these initiatives have passed.

In addition, some proposed civil initiatives have been passed to laws by Michigan legislator, without going to the ballot, but after collecting sufficient signatures to ask questions before the legislature. The ten legislative referendum were put on the Michigan ballot paper through the process of collecting signatures between 1963 and 2014. In Michigan, successful referendum petitions result in a voter's question whether they want to approve the target account.
