" Well, the goal of Reconstruction was to restore the union and compromise with the Southern states that ceded before and during the war. In order for Lincoln to restore our union he had to allow some flexibility with new laws so that the South would be want to come back to the union peacefully.

Lincolns Goal during reconstruction was to bring the North and South together again. This included the ten percent plan, ,which specified that a southern state could be readmitted into the Union once 10 percent of its voters (from the voter rolls for the election of 1860) swore an oath of allegiance to the Union.
