so ≤or ≥ make the line solid and < or > makes it dotted.  so here its ≥ so its a solid line.  That only leaves the 1st and 3rd.  

now we test a point not on the graph.  If the point makes it true then we shade on the side of the point.  We usually use (0,0).

y ≥ - 3x + 1 now plug in (0, 0)

0 ≥ -3(0) + 1

0 ≥ 0 + 1 this is untrue so (0,0) is not shaded or that whole side.
