Pennsylvania law states that a pickup truck cannot be driven at any speed if there is a child less than 18 years old in the bed of the truck. Can a child therefore participate in a town parade by riding in the bed of a pickup truck?

If the law states the truck cannot be driven at any speed with a child under 18 in the bed of the truck, the truck must be parked or not moving for a child to be in the bed. Thus, a child under 18 could not ride in the bed of the truck during a town parade because the truck would be moving at a speed of about 5mph.
