I'd say that skin does a better job of keeping things outside our body. Because the skin's main purpose is to protect the body from things such as mechanical impacts, pressure, temperature variations, micro-organisms, radiation, and chemicals, all things that happen outside of ourselves, I think it would be better to argue that the skin does a better job keeping things out.
