the smallest number of snails in the tank is 0 and the greatest number of snails in the tank is 10. Also the number of snails in each tank must be a whole number (Devin cannot put half of the snail into the tank). There are 11 whole numbers between 0 and 10.

Hence, all 11 possibilities to divide snails into two tanks are:
