In our New Earth Society, health is the top priority. In order
to be accepted into society, one must demonstrate
freedom from infection. The superbugs that have
developed could potentially wipe out humanity from the
face of the Earth. Our scientists work feverishly to find
antidotes. Anyone exhibiting signs of illness is
immediately quarantined. There is no place among us for
the weak or sick.
How would the author best resolve this situation to create a feeling of shock?

Explanation:

The statement above indicates that if any person in the society is found to be infected by the superbugs, he or she should not be allowed to live in the community anymore. It can only be assumed that they are either banished from the society or worse, killed to avoid the possibility of spreading the infection.  

Both the assumptions go against the moral and ethical nature of humanity. Banishing or killing someone who is already suffering from a fatal disease is completely inhuman and shocking to the core.
