This is because the sample size will not ideally be a good representation of the population size because his two individuals may be outliers in the population. A good sample size should be big enough to just represent the population and not too big to waste research resources.

The review by his peers (peer-review) is is important as a quality assurance for scientific research in the scientific community. Dr. Beakers' study will, therefore, find a hard time passing the test and will not be published in the scientific journal.
