It's definitely not B, since women didn't gain the right to vote until 1920. A doesn't sound right either, so I'm guessing C. I know about the Grandfather Clause as a part of Jim Crow Laws, and there were definitely poll taxes imposed. But I'm not sure if that's the right time period or not.
The greatest difference in the electorate of the late 1820's compared to the electorate at the beginning of the century was there were fewer voters in the 1820's. The reason for the few voters was because of the property ownership requirements. This left the poor people unable to vote.
