Herbert Hoover believed that the best way for the government to handle economy wad to simply not handle the economy at all.
Although some people might've supported this idea, this was during the Great Depression. The economy was ruined, and the people wanted help from Herbert Hoover's government - help they would not receive.
Because of this, homeless encampments across America were named 'Hoovervilles' as an insult towards the negligence of Herbert Hoover.
