The preference for democracy as a system of government was higly influenced by Pericles´ education and intellectual interests. Being born into a powerful and aristocratic family, he had had the best education possible in those times. In his youth years, he read a lot and had a particular interest in philosophy.   His age as the head of Athens in the 5th century is a golden age of Athenian culture in which literature,  the arts and philosophy flowered. The economy prospered.

Why exactly he promoted democracy as a political form of government is very difficult to establish clearly. Nevertheless, in his political rivalries and fights for power, he confronted the aristocratic faction who advocated tyrannical rule. We can perfectly say that beyond the political usefulness for his own individual purposes as a politician, he believed that the democratic system was in the genuine best interest of his fellow citizens (in those times it meant adult men only), for their freedom and well-being.
