It is the society of improved modern or urban environment where the traditional culture ties have been considered as not too relevant , important or have no value again due to bureaucracy and prosperity.

This means that ,the lower class was allowed more prosperity in education. It gave them voting rights and made recreation available to them.

It should be noted also that, though there were more white-collar jobs for woman, they were still been considered as wives and mothers.

In conclusion, this last point mentioned above  did not happen in the lower class, because to support a family both parents had to work.
