Make yourself seem desirable by the company. You need to prove to them that you are worth more to the company than the other candidates and make the conversation memorable enough to be hired. This can be done by stroking their ego and verbally presenting your skills.
The weather doesn't have anything to do with the job and provides nothing about you. Simple yes or no answers tell you less about the job and will make you less memorable to the interviewer. Putting pressure on the interviewer will make you seem too intense, unable to cooperate with others, and bad for customer service.
