Well, assuming it was to be a kid show, I would do it precisely just like the way the movie did it. The movie seems like a friendly one for the kids. But permit me to tell you, assuming it was a show for the teens and older type... maybe I would have made it a bit more creepy. Take for instance, that wicked witch's death scene... it would have turn out way more gruesome and horrific than it did. I would have also made the scarecrow look creepier, and the tin-man rustier. So yes, there would have been a bit of changes if the projected age range changed.
