1. because it was supposed to be a threat I assume and no one was supposed to get hurt. It was probably a warning based on the follow-through. no one was supposed to actually die or get injured but they did want people to know they were serious

2. it is not. that adds more to the chaos and helps no one. though it can be therapeutic
