A group of people and agencies that make and carry out laws and policies is called government.
The Government is the main axis of the State; the authority that directs, controls and administers its institutions, which consists in the general political conduction or exercise of the executive power of the State. In that sense, it is usually understood by such an organ (which can be formed by a president or prime minister and a variable number of ministers) to which the Constitution or the fundamental norm of a State attributes the function or executive power, and which exercises the political power over a society. It can also be the body that directs any political community. More closely "Government" means the set of ministers, that is, it is synonymous with "cabinet"
