What does Roosevelt mean when he says a muck-raker is like a person who "fixes his eyes only on that which is vile and debasing"?

Roosevelt was pointing out that all that these"muckrakers" as he dubbed them only reported on the bad and none of the good. He said this because as reporters they were focusing more on getting people to read their articles than telling the truth. this led to many factual errors in their writing.  kind of like Reeta Skeeter.

The term mudracker was a term used a lot back when the journalist starting creating characterization in the papers. It means to expose personal drama in the paper; to summertime.
