Another could be that the resume may have poor remarks written on it by previous employers.
Another could be that Bill used an inappropriate template and sent it to the employer.
Another could be that the employer may have compared Bill’s resume to other resumes of potential employees and was left unsatisfied since the other resumes had better qualities mentioned or seemed to be comparatively better than Bill’s resume.
Finally, Bill may have not mentioned the exact skills the job requires of him in his resume. If he would do so then his resume would catch the employers eye. Also it’s possible that Bill’s resume was too long and not really straight to the point like the resumes of other potential applicants, so the employer may have decided that it wasn’t worth wasting time reading an essay like resume.
