Seed that had been planted 10cm deep won't get enough sunlight and adding water to make it grow just makes the condition even worse.

Seed that had been planted 5cm deep might not get sufficient sunlight because the rays of the sun cannot pass through the soil.

Seed that is on the top of the soil might get carried away by the wind, or dried due to extreme sunlight, or might get carried away by a predator.
