In 1988, Issam al-Chalabi, Iraq's Oil Minister, asked OPEC for a reduction in the daily production of barrels, with the intention that the consequent increase in the price of crude oil would stimulate the revenues of its shrinking public coffers. However, Kuwait's policy was just the opposite, favorable to a progressive increase in the daily production quota. With these motives, the government of Baghdad accused Kuwait that its oil policy was an aggression against Iraq.
At the same time, both countries were exploiting the huge oil field of Rumaila, one of the largest in the world, which is located in underground bags near the border between the two.
