It is carried out by giving each branch with a method to cancel other government branch from exercising their power.
We give the executive government with the power to choose the judge in judicial branch and veto the laws made by the legislative branch. For the legislative government, we give them the ability to override president's action through votes and the power to conduct background search on Judge appointed by the president. For the Judicial branch, we give them the power to review the proposed laws made by the legislative branch and the power to prevent President's executive orders from being passed.
