I believe that D is correct because on the side with Stevenson's goals, it's all about how he plans on improving financial stability. Instead of thousands of people being homeless, and having to be in bread lines, Stevenson is going to work on providing homes and giving social security. The words Labor Committee seem to be more of a group organization than a government one.
