King James I believed in the divine right of kings– the idea that kings received their power directly from God. He said kings answered to God alone, and not to Parliament. What might a bad leader do that would be considered an abuse of that power?
A bad leader could do all sorts of horrible things, including raising taxes incredibly high, passing laws that nobody likes. It's a situation where whatever the leader says, goes.
