The answers would be A,C,D because the states had disputes over land that the federal government couldn't reconcile because the Articles didn't give them enough power. Also each state was acquiring their own currency so traveling was confusing if you were in need of goods and had to pay. Each state needed guidelines on how to set up reserved land for the Natives so not having the federal government do that led to not having provisions for them.
