History of breaking apart were the time when multi forces controlling different parts of China. Simple reason is that China is so big and reunification would take time. The times when China were broken apart were the time when people had risen against and overthrown failed rulers, or when outside forced had invaded a large part of China. I believe most Chinese historians would regard those periods more as periods needing restoration or re-unification than ‘permanent stages’.
