to me I feel like this means that some people want some thing but they don't work hard to achieve it and the people that want something work hard. also I feel like the people were saying are the ones that never take action but they're watching the hardest people that make it happen are the ones who are dedicated enough to spend their time to push forward to their own wishes and dreams.
