Because Germany, Italy and Japan were not pleased with their positions after WW1, Hitler started WW2 with attack on Poland (1 September 1839 ,I think) . So, because of their positions after WW1, they couldn't have much weapons after that, they had to pay war consequences, like material consequences. Their territory after WW1 was smaller.
