First remove the decimal, so multiply and divide 3.5 by 10
(3.5x10)/10
That can be further reduced to 7/2, since both numerator and denominator are dismissible by 5.

(3.5x10)/10
/5 /5
35/5=7
10/5=2

7/2 is the answer
