Fraudulent is an act of being fraud, meaning that this act was not real, it was all a lie and they were lying for personal benefit.

Scamming is an act of also lying, in order to get what you would like at the expense of someone else's job, property, finances, etc.

Phishing is also a form of lying, but it's the (key word) fraudulent act of acting as a person to a reputable company for personal benefit, in order to gain access to passwords, emails, etc. Your best answer would be phishing, but fraud and scamming are accurate as well.
