A. Germany invaded Bolivia, Brazil and Argentina prior to WWII. They knew they would lose the war against the Allies so they wanted a safe plave for Hitler to live in exile after he escaped from his underground bunker.

B. Japan invaded belgium prior to the outbreak of WWII. Since part of Japan is in a tropical climate, they needed a more temperate climate to conduct atomic experiments

C. Both contries did everything covertly. No other country even knew what they had done so there wasn't any response until after the war ended and the world could see what they had done.
