This is because the atoms in a gas move rapidly and freely to fill any available space. Unlike liquids, the volume of a gas changes depending on the container it is in.
We have that the atoms of the gas lose its compactness or density .the will be less collisions between gas atoms and kinetic energy reduced while for the liquid there will be little or no change to its kinetic energy.

When the liquid substance is moved in to a larger container its atom density remains the same and there will be little or no change to its kinetic energy
