Year by year after WW1 the U.S implimented multiple neutrality acts to ensure the United States safety. The act of 1935 restricted the shipping of any"arms,ammuniton and any impliments of war to other nations. This allowed the United States to show they wont be taking any sides. Things like the Neutrality Act of 1936 prohibited America from giving out loans and giving credit to aggressive nations, this allowed the U.S. to still establish bonds with friendly nations and help them out in need but also retaliate against nations such as Germany. In 1937 the final act of Neutrality was passed,  it restricted the shipping of war materials but gave the president the power to ship non-war materials on non American ships if paid in cash. This now allowed the U.S to deliver products to ally nations. Roosevelt issued all of these acts of Neutrality to ensure the U.S. would be safe from wars and would be able to build itself.
