The definition of a rational number states that a number is rational if it can be expressed as the ratio of two integers.

1/11 is rational.  (it doesn't matter that the decimal repeats)

Actually you can solve this algebraically..

1/11=0.0909090909........

if x=0.090909090909....

100x=9.09090909....

100x-x=9.090909...-0.09090909...)

99x=9

x=9/99=1/11
