The Russian government hired John Perry from England  to oversee naval and engineering works in Russia.

  John Perry was a civil engineer and traveler who was born to the family of Samuel Perry and Sarah of Rodborough, Gloucestershire in 1670.

In 1690 he joined the Navy and was described as lieutenant of the ship Montague.

   In January 1690 he lost the his right arm, from a injury sustained  an encounter with a french privateer.

   However in April 1698 he was introduced by Lord Carmarthen to the czar Peter, during a visit to England. Peter, who was astonished with Perry's knowledge of engineering, sort him to go out to Russia immediately, to oversee naval and engineering works.

   When Perry first arrived in Russia, his first assignment was to  report on the possibility of building a canal between the rivers Volga and Don. The work which started in 1700 was delayed owing to some factors and the restrictions of the noble families.

  Although he did his work well, his salaries and expenses were not payed. In 1701 Perry became the comptroller of Russian maritime Works, and was summoned to Moscow, and in early 1702 was instructed to go to Voronej, on the right bank of the river to establish a dock.

     After 14 years of service in Russia and receiving only a years payment, John Perry return back to England in the year 1712.

  Upon his return, in 1716 he published an outstanding work on the condition of Russia, titled ‘state of Russia under the present tsar.’ It was a full documentary  of the personal grievances suffered by Perry during sojourn in Russia.
