( I won't say I understand this passage 100% but ...)
if I was the deaf person and my brother or anyone else is helping me translate what they are saying or what I'm saying I would be very happy he is willing to help translate it.
to stop this situation from happening (do you mean the case of the deaf being deaf and how to prevent it??????)
the government should provide free health care facilities for everyone and funds to be raised to help him undergo surgery but if that's not an option then people should be willing to help one another and be kind and caring to those who are handicapped.
I really hope this helps you
you're super free to ask any questions..
Good luck ✅.

Explanation:
If I were to be in a Deaf person's shoes, I would've been really stressed out, especially if I was a parent or was taking care of somebody because storms like this are really dangerous and people need to be informed in order to know what to do and not do. The fact that this man wore a bright colored yellow shirt and signed incorrect signs along with odd facial expressions through my eyes if I was a Deaf person at that time must have seemed almost as mockery and a lack of interest in my safety or any other Deaf person's safety. I would've been not only disappointed in my county but angered as well. It could easily be interpreted as a sign that the government did not care about me or thought of me as less. As a Deaf person I would have definitely not thought of this as equal access because hearing people had access to information and knowledge of safety measures while I did not simply for not being able to hear. Stepping out of the deaf person's shoes and knowing of this case, I would personally suggest that at least one lifeguard in a team has knowledge of ASL and can fully master it so that in case they need to help a Deaf individual or a situation like this happens the authorities have multiple choices to choose from and can thus, give the job of interpreting to the person who has the best ASL vocabulary and mastery out of all of them, or simply have an interpreter ready for this kind of situations by working before the storms have or an interpreter that works solely for the administration. Another solution is to add subtitles so that the Deaf people can read what is being said by the person.
