How to stop an annoying kid from crying because they want something? (aka my brother)

so like he is crying because he said I didn't give him anything (he want some of my stuffs and I said no), I even give him a way to get it in order to let me say "yes" by find the pens I have lost but he didn't agree but I ain't give him stuffs for free! So now I need to stop him from crying....should I physically stop him crying? Because I already tried through words......
