New Yorkers at that time did not approve the Constitution because they were afraid of the creation of a strong central government, but the proponents of the new constitution believed that centralized government was essential for the new document because only a strong central government could negotiate with foreign countries and ensure free trade between states.
Later, New Yorkers ratified the new Constitution because the states had their own independence and power.
