In the quote above, Hamilton is trying to convince more people to support the revision of the Articles of Confederation and the ratification of a new constitution that gave the federal government more power.

In this quote, Alexander Hamilton urged New Yorkers to support the ratification of the Constitution that was approved by the Convention on September 1787. New Yorkers at that time did not approve the Constitution because they were afraid of the creation of a strong central government, but the proponents of the new constitution believed that centralized government was essential for the new document because only a strong central government could negotiate with foreign countries and ensure free trade between states.

Later, New Yorkers ratified the new Constitution because the states had their own independence and power.
