Few of the shortcomings of the Articles of Confederation are that they had no cash and no influence to raise cash. They had no control over the state administration of their residents. Congress couldn't make states satisfy exchange contentions with different countries. Congress had no energy to manage exchange among the states. Subjects imagined that their property rights were undermined.
