I dissagree because if water did not expand when it freezes than it would not float and if they do not float then they will sink and cause large amounts of water to freez or they would melt faster underwater causing places to overflood, another thing that would happen is the fact that most sea life can't survive in cold waters so most sea life in the ocean would die.
