For the first question, a tropic weathered area is majorly a hot environment because it is close to the equator. So developing education would reveal how to make the environment a better place by the use of appropriate technology to exploit the natural resources available in the region e.g solar energy, geothermal energy etc.

For the second question, one of the most interesting features of the recession is that, it was mostly a rich-country phenomenon. As such, it might have accelerated the growth of the relative importance of emerging markets such as Mexico and Canada in the long-run.
